Wavy hair is characterized by very loose ripples. Thus, they basically lie in an ambiguous zone between straight and curly with some strands remaining relatively straight while others twist into waves. Making wavy hair curly is in fact similar to curling straight hair. Since wavy hair doesn't have a very definitive shape, it must be styled with heat and tools to achieve a true curly look.

Using Hot Rollers

Shampoo and condition hair as usual. Towel dry slightly to wring out excess moisture. Make sure hair remains damp but not soaking wet.
2Apply a handful of styling mousse from roots to ends to tame frizz and flyaways. Comb through to make sure every strand is coated with the mousse.
3With hair still damp, roll up inch-wide strands of hair with the hot rollers before hair begins to dry and twist into its naturally wavy state. Once hair is dry, it will be much more difficult to mold the waves into curls.
4Allow hair to air dry. Use a blow dryer to speed up the drying process; the hot air will also help to lock in the curl.
5Gently remove hot rollers. Use your fingers to carefully comb out the curls. Finally, apply a mist of hairspray to hold the style in place.
The Scrunching Technique

Wash hair and towel dry. Make sure hair stays damp. Comb hair to remove any tangles.
7Separate hair into two or three sections and hold in place with hair clips. Starting from the bottom section, apply a dollop of mousse into your palm then grab a small or large strand of hair depending on how tight you want your curls.
8With the hair in your palm, close your hand around it like you're crinkling up a piece of paper and push it up toward the roots of your hair. Add a dollop of mousse every time you start on a new strand. Make sure the hair becomes coated with the styling mousse as you scrunch each strand. Continue until every section has been done in this way. This "crumpling" technique makes wavy hair curly by giving it more curl definition and volume.
9When you're done scrunching up all your hair, apply a light mist of hairspray to lock the curls in place. Allow hair to air dry. Don't brush or comb your hair as it will ruin the scrunching effect.
